Implementation of Dayton Accords under the survey of EUFOR Althea in 2004 - 2010: Bosnia's road towards democracy?

This bachelor thesis examines successfulness of the EU's mission EUFOR Althea and the Office of the High Representative in the process of democratization and stabilization of Bosnia-Herzegovina (BiH). It elaborates the most important parts of the Dayton Peace Agreement (DPA) - the Constitution of BiH in the first chapter and other elements as well as the role of the EU in the second one. DPA has divided BiH into two national Entities and gave only limited power to a central government. Either problematic articles of the Constitution of BiH and suggested amendments are analyzed. This chapter reveals some sources of country's instability and describes amendments needed in order stabilization. These amendments are required as the preconditions of the potential Bosnian integration into the EU. The second chapter analyzes the democratization process and the rebuilding of civil society. Patterns of the police and armed forces, economic situation, cooperation with the International Criminal Court for the former Yugoslavia, civil society and democratic freedoms are all investigated. It evaluates the impact of all these factors on the long-term stabilization and peace maintenance. The role of the EU in facilitating of this process is stressed - whether it is successful or not and what could be done better....
European Security and Defence Policy - 10 years of plans, hopes, successes and disappointments

European Security and Defence Policy (ESDP), which creates security and defence dimension of the Common Security and Defence Policy of the European Union, is today one of the most dynamically developing European projects. During the ten years of its existence it has demonstrated its sense, vitality, the momentum of development, the ability to respond to current topics, issues and trends, created strong political and military structure and committed to develop its own military capabilities, established integrated strategy for security and defence and create framework for cooperation with NATO. ESDP was able to turn the initial theoretical considerations into political and military practice. EU has launched more than twenty military or civilian missions and gradually began to build a global position as a credible security actor. The entire decade of the ESDP, however, was not only about the venerable results. At the same time, it accompanied the unsuccessful efforts to find consensus among nearly three dozens of Member States, the lack of sufficient resources and skills to empower the real defence connected with military- technical dependence on NATO, the limited flexibility of the system of political decision-making and limits set by the actual nature of the European Union. Evaluation of the success of mission EUBAM and EUFOR

Bachelor thesis deals with evaluation of EU missions, namely EUBAM Moldova-Ukraine and EUFOR Althea. A comparison of two case studies was chosen as a method of work research. The work first deals with the evaluation of each mission and compares the advantages and disadvantages of civilian missions and military operations. These two case studies have been chosen because the countries in which the missions operate, are geographically close, as well as they are neighboring countries of the European Union, which could become potential Member States in the future. Missions are evaluated on the basis of predefined criteria, which were selected on the basis of an analysis of the literature according to the scales compiled by the author. An integral part of the work is a brief introduction to EU Common Foreign and Security Policy, followed by case studies and their evaluation. The last chapter of the thesis is a comparison of the advantages and disadvantages of the EUBAM Moldova-Ukraine civilian mission and the EUFOR Althea military operation. The bachelor thesis concludes that the strengths and weaknesses of civilian missions and military operations are in many cases quite different.

Bachelor thesis deals with evolution of Common Foreign and Security Policy of European Union after Treaty of Lisbon. The aim of this thesis is to describe evoulution of CFSP before Treaty of Lisbon and consecutive changes, that given treaty brought. On the examples of outgoing external missions in the Balkans (EUFOR Althea and EULEX Kosovo) is realized analysis about how successful is European union with achieving aims of given missions.
Approaches and attitudes of Germany and the United Kingdom towards Common Security and Defence Policy

The aim of this bachelor thesis is to compare and contrast the approaches and attitudes of the United Kingdom and Germany towards the development of Common Security and Defence Policy of the EU (CSDP). Its main objective is to describe national strategic cultures of both states and to answer the question how NATO affects the approches of both countries to CSDP and how this approaches are expressed in military mission EUFOR Althea in Bosnia and Herzegovina and in police mission EUPOL Afghanistan. Based on an analysis and comparison of the approches and attitudes towards national both British and German strategic cultures the author concludes that the United Kingdom preferes cooperation within the frame of NATO and it supports participation in mission EUFOR Althea beyond police mission EUPOL Afghanistan. While Germany cooperates with both organisations EU and NATO and it prefers participation in police mission EUPOL Afghanistan because of humanitarian element. The author also concludes that German concept of civilian power is partially passed because the state seeks possible solutions within military forces and projection of power which is historically rejected by German public opinion.

EU as power for peace? Mission EUFOR Althea in Bosnia and Herzegovina

This paper presents the role theory and the role conception power for peace which was created for the European Union on the basis of its values, norms and rules. Five criteria that define power for peace were applied to the peace mission EUFOR Althea in Bosnia and Herzegovina. After verification of all criteria it was proved that the EU has acted as power for peace in Bosnia and Herzegovina and it has therefore fulfilled its role conception.
